       Word was received today of the death in Peoria of Frank McQueeney, 52y, Peoria jewler, formerly a resident of Elgin and at one time employed at the watch factory.   Mr. McQueeney was a veteran of the Spanish-American War.   Besides the widow, Nellie he is survived by a sister, Mrs. Margaret Phillips and a brother John McQueeney, both of Elgin.   Services will be held at St. Cecelia's Church in Peoria at 10 o'clock Monday morning.   The body will reach here Monday evening and will be taken to Wait-Ross-Allison funeral church arrangements for local services have not been completed.
